Unwilling to push for the strong medicine needed to fix America’s health care system, a battle-weary Senate and administration appear poised to settle for health reform lite. That would be a major mistake.
The Senate and possibly the White House are unfortunately veering away from support of a public insurance option, which would make coverage more universal and drive down health care costs.
They are looking instead at setting up a system of regional, consumer-run insurance cooperatives.
But research is not encouraging about the ability of cooperatives to dramatically improve access to health insurance and put a lid on rising costs — the primary goals of reform.
The Commonwealth Fund, a leading researcher on health care issues, published a 2002 report on co-ops that had been created to help individuals and small businesses purchase insurance. Researchers found numerous failed ventures, and concluded the model did not result in lower premiums or significantly reduce the number of the uninsured.
Plans for establishing cooperatives are vague so far. But presumably each would need to recruit a board of directors, raise capital, set up administrative structures, develop information technology and get doctors and other providers on board. Each would have ongoing administrative and marketing expenses. Where are the cost savings?
Kent Conrad, the Democratic senator from North Dakota who put forth the idea of co-ops, has estimated that each would need at least 500,000 members to have clout in the market. But even a co-op of that size would be dwarfed by the larger insurance companies. WellPoint, the nation’s largest insurer, covers more than 30 million Americans.
Cooperatives would be too small to bargain for cost savings with pharmaceutical companies, hospitals and physician groups. Only a government-provided health plan would have the capability to negotiate consumer-favorable prices and prompt private insurers to do the same.
It’s always possible that Congress could draft legislation to make a system of co-ops workable. But doing so would require extensive restrictions on insurance firms to protect consumers and create an advantage for the cooperatives. Bipartisan enthusiasm for the idea may shrivel when it comes to working out the details.
The battle over health care reform has been long and nasty. The temptation to compromise is understandable. But Democrats, who control Congress and the White House, must not settle for a health plan that fails to grant access to all Americans and cap the runaway costs of medical care.

Congress proposes a law...and the people VOICE THEIR OPINION that they do not like the idea and our ELECTED officials do what the people want and move on to another option.

Never quite understood this argument. Sure, 62% of America might be satisfied with their health care, but that's only because they don't know what they are missing. They think the only alternative is some bloated government plan where they have to stand in line for 5 hours to see a doctor. They don't realize that there are other countries that pay two thirds to one half what we do for medical care while still having better access to even basic things like MRIs, CT scans, and dialysis machines. Public opinions are important, but people often forget that the general public can be pretty ignorant as well (especially with complicated issues like health care).

Insurance is an economic spread of risk. All else equal, the wider the spread the better.
The problem with health care is cost. The reason costs hit some so hard is because of statistical or actual health conditions (pre-existing conditions, et al). Due to the way the GOVERNMENT has structured our current system, access for these folks is prohibitively expensive.
The simple solution is correct the policies that create this situation and assemble a nationwide coop that every insurance company has to be a part of up to its relative size in the purely private sector. The rates for the coop pool are based on the aggregate ratings of the purely private sector - there are no individual usury conditions. However, this is not a free ride, it includes a material co-pay for all services.

Sorry, I should have qualified my statement a bit: government run health care programs around the world have a much better track record. True, Medicare and Medicaid have not done well, but the US isn't the only country in the world you know =) When you take into account the successes of government run programs in Europe and Asia they easily outweigh the failures of the US's feeble attempts at national health care.

Questions left unanswered
The Star continues to ignore the fundamental questions with the public option that it favors. What government model reduces costs and improves services? USPS? Medicare? Medicaid? How does the public option reduce costs by providing medical care to 47 million new people? By rationing? By raising taxes? These are fair questions that have not been answered and need to be if public support for the public option is to grow. Talking in vague terms about how important it is to extend coverage to all Americans does not advance the discussion.

A Cop Out Indeed---I AGREE
Providing a Public Health Care option to compete with existing private insurance companies was a Democratic compromise versus a single payer Public Health Care System. There is no question that the real reason that the public option is loosing support is because our congressmen and senators are receiving large political contributions from the health insurance industry to buy their votes. Anyone with any experience with CO-OPs knows that they will have very little effect on cost competition with the health insurance industry. CO-OPs cannot generate any real bargaining power because they will be too small to be effective, particularly if state controlled. Taking this approach will just be kicking the can down the road for another administration to deal with, while continuing the unbridled escalation in health care costs. This will likely cost a lot of current government representatives their jobs in the next election.

Like Freddy and Fanny…we’ll see a few health macs stand up soon with cool logos and adverts on TV (thanks to more imaginary Obama bucks). We’ll then have an ad campaign ensuring we sign up for the correct one, for there will surely be those opportunists ready to set the scam traps. It’s going to get ugly, but many stand to make a great deal of wealth from the ugliness.
