It took the Unified Government too long to pass a too-weak smoking ban for Kansas City, Kan.

On Thursday the commissioners made a sad and callous decision.

They voted to give KCK businesses up to three years to continue allowing smokers to puff away in public places -- but only if the businesses paid a $250-a-year license fee.

Call it a license to continue harming people with second-hand smoke, with the revenues going to government.

This kind of irresponsible three-year exemption isn't contained in any other city law in the area.

Even Kansas City, which also took too long to approve a smoke-free law, finally earlier this year took a hard line on smoking in public places.

The city's new smoke-free law is a head-shaking disappointment even at a time when KCK is struggling to maintain the momentum created by its economic revival.
