What should the sentencing guidelines be for a convicted arsonist?

1) Probation, as long as he allows us to send inspectors into his house and look in at least some of the rooms and we don’t find any matches, even though most of the house is locked up and inaccessible, and even though the house is full of Bic lighters

OR

2) Lock him up and take all his fire starter equipment away so that he can't do it again
